The Scientific and Educational Center of the National Security Service of the Republic of Armenia was established in 2003 on the basis of the Higher Courses created in 1993.

The Center is a modern scientific and educational institution for training personnel of the national security bodies of the Republic of Armenia, where officers, non-commissioned officers, and enlisted personnel of the NSS receive education.

The educational process is carried out using modern educational technologies, including videos, schematic and graphical slide presentations, as well as specialized training films that present the methodology and features of counterintelligence and operational-intelligence activities. Classrooms are equipped with modern technical tools, and trainees have access to continuously updated library resources and a reading hall.

The Center actively participates in the development of legislative and other normative legal acts, as well as concepts related to ensuring national security. Both theoretical and practical knowledge are continuously provided in areas such as counterintelligence, military counterintelligence, economic and information security, as well as countering international terrorism, illegal drug trafficking, criminal subculture, organized crime, and other urgent fields.

A digital testing system for knowledge assessment has been implemented.

As part of the continuous modernization of the educational process, by decision of the NSS leadership, a new model for training professional personnel has been introduced since 2025. This model is aimed at personalizing education, increasing engagement and motivation of trainees, and combining theoretical knowledge with practical skills.

Since 2024, the Center has operated a “Border Guard Service” department, which provides retraining programs for servicemen of the NSS border troops, placing great importance on international cooperation and exchange of experience with different countries.

To improve the effectiveness of the educational process, computer technologies have been introduced, enabling NSS employees to participate in training programs and access educational materials without interrupting their service.

One of the key areas of the Center’s activity is the training of scientific and pedagogical personnel and the development of scientific work. Based on targeted applications from the NSS, a number of Service employees who studied in postgraduate programs or as degree applicants have successfully defended dissertations and obtained the academic degree of Candidate of Sciences (Doctor). At the same time, the development of scientific research and the participation of Center staff in conferences organized by leading scientific centers and partner special services are highly valued.

To exchange scientific and educational experience and involve experienced researchers in lectures on specific topics within the subjects taught at the Center, it cooperates with leading scientific and educational institutions of the Republic, including Yerevan State University, the Educational Complex of the Ministry of Internal Affairs of the Republic of Armenia, and the Institute of Oriental Studies of the National Academy of Sciences of the Republic of Armenia.

Another important area of the Center’s activity is the study of the history of Armenia’s security bodies. Within this framework, the Museum of the History of Armenia’s Security Bodies operates at the Center, which was opened in 2006. The museum is visited by both Service employees and guests from Armenia and abroad.
